The requirements in each state are basically the same
for car, truck, motorcycle and RV dealers.
There will be differences in fees for the different type of dealers.

Another state's wholesale licenses will allow you to sell to other dealers and wholesalers ONLY in all 50 states. You cannot sell retail to the consumer from your home or on the Internet with a wholesale license.

You could get in a lot of legal hot water by not knowing the laws in YOUR state for buying and selling cars in YOUR state where you are making transactions. ALL state statutes (laws) level hefty fines and in some cases jail time for violations.

Before purchasing, discuss any "licensing for a fee" offer with the dealer licensing board in YOUR state.

As an example; Wal-Mart may have its corporation licensed in Delaware (most companies do) but it MUST follow the laws in all the states where it ACTUALLY does its business transactions. If it doesn't follow the laws and regulations, the state where it does the business will take action.

As a dealer doing transactions in a state other than the one you're licensed, you MUST do the same; i.e. follow the laws and licensing statutes of the state where the transaction actually takes place... the location of the product (car) being sold.

Selling on the Internet does not absolve you from the licensing regulations in the state your doing the transactions. The Internet is NOT a place. It's a form of advertising just as a Craiglist ad or classified ad in a newspaper.

Some of the license fee companies have a "retail" package. You cannot use another state's retail dealer license, even your own, to make retail transactions in your state if the vehicle is located in your state. Verify this with your state licensing board.

Discuss any "licensing for a fee" offer with the dealer licensing board in YOUR state before investing.

Car dealers must obtain a Regulatory Permit from the Sales, Use & Business Tax Division. The permit must be presented to the county license issuing official for issuance of a Privilege License and license plate, and the Taxpayer Service Center for tag issuance.

Categories of Regulatory Licenses: New Car Dealer Used Car Dealer, Dismantler, Wholesaler, Rebuilder, Reconditioner.

Car dealers must fulfill the following requirements:

a. provide evidence that motor vehicle held for resale are covered by a blanket liability insurance policy

b. display a sign designating the place of business

c. describe and insure permanency of the place of business

d. provide display area for one or more vehicles and a place for maintaining books and records.

Motorcycle and trailer dealers are exempt from regulatory permit. Dealer licenses are renewed annually in person or by mail.

Vehicle Dealer: Must be licensed. Salvage License: Issued for recyclers, crushers, rebuilders and used parts dealers. Dealer must have three or more inoperable vehicles on the lot. A Salvage License does not grant reassignment privileges. Salvage operators cannot be issued dealer plates unless they meet the required dealer qualifications.
